近期，国家安全机关第一时间侦破一起重要涉密人员主动投靠境外间谍情报机关的重大间谍案件，及时制止卖密行为，有力维护了国家安全。
China's national security authorities recently thwarted a major espionage case, preventing a classified personnel member from leaking state secrets to a foreign intelligence agency and ensuring national security.
潜滋暗长生邪念
韩某某，案发前在某重要涉密单位工作。日常生活中，韩某某经常浏览一些网络博主发布的“炫富”视频，金钱观和价值观逐渐扭曲。为满足个人贪婪欲望，韩某某萌发了利用工作便利窃取出卖单位涉密文件资料换取金钱的罪恶念头。
Han, formerly employed at a highly classified institution, was drawn to online influencers flaunting lavish lifestyles. Consumed by greed, his values became distorted, leading him to exploit his position to steal and sell classified documents for financial gain.
处心积虑窃秘密
韩某某利用借调到所在单位核心涉密部门工作的机会疯狂作案，多次使用私人硬盘，秘密从单位涉密计算机中拷贝了一批重要文件资料、数据。由于窃取数量庞大，韩某某还专门购置两块大容量移动硬盘用于窃密活动。
Seizing the opportunity of a temporary assignment in a core classified department, Han repeatedly stole sensitive information—copying files onto personal hard drives and secretly photographing restricted documents with his phone. To handle the vast amount of stolen data, he even purchased two high-capacity external drives specifically for espionage.
投敌叛变踏末路
在窃取涉密资料后，韩某某在网络上通过隐匿自己真实身份，主动与境外间谍情报机关联系，告知对方自己手中掌握有大量涉密文件资料，并提供少部分涉密文件作为“见面礼”，获得了境外间谍情报机关的金钱报酬。
After stealing classified documents, Han anonymously contacted a foreign intelligence agency, offering a sample in exchange for payment. Though uneasy after his first sale, greed drove him to risk selling more. Just as he thought his "dream deal" was within reach, national security authorities had already uncovered his actions.
黄粱梦断悔终生
国家安全机关经缜密侦查，在韩某某投敌叛变短短48小时内即将其抓捕归案。当国安干警出现在韩某某面前时，其正在电脑前与境外间谍情报机关讨价还价，预谋出卖更多涉密资料。看到国安干警后，韩某某瘫倒在地，发出了“没想到你们这么快”的哀叹。
After a thorough investigation, national security authorities arrested Han just 48 hours after his attempted defection. When officers arrived, he was at his computer, bargaining with a foreign intelligence agency to sell more classified information. Upon seeing them, he collapsed to the floor, lamenting, "I didn't expect you to be this fast."
国家安全机关提示
《中华人民共和国反间谍法》规定，参加间谍组织或者接受间谍组织及其代理人的任务，或者投靠间谍组织及其代理人，属于间谍行为。
For the purposes of this Law, espionage refers to the following: joining an espionage organization, or accepting a task assigned by an espionage organization or its agent, or surrendering to an espionage organization or its agent.
《中华人民共和国刑法》规定，参加间谍组织或者接受间谍组织及其代理人的任务，危害国家安全的，处十年以上有期徒刑或者无期徒刑；情节较轻的，处三年以上十年以下有期徒刑。为境外的机构、组织、人员窃取、刺探、售卖、非法提供国家秘密或者情报的，处五年以上十年以下有期徒刑；情节特别严重的，处十年以上有期徒刑或者无期徒刑；情节较轻的，处五年以下有期徒刑、拘役、管制或者剥夺政治权利。对国家和人民危害特别严重、情节特别恶劣的，可以判处死刑。
Whoever commits any of the following acts of espionage and therefore endangers national security shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment. Where the circumstances are relatively minor, the offender shall be sentenced to fixed-term imprisonment of not less than 3 years but not more than 10 years: (1)joining an espionage organization, or accepting a mission assigned by the organization or its agent; or (2)informing an enemy of a bombing or shelling target.
Whoever steals, spies on, or illegally purchases or provides state secrets or intelligence for an overseas organization, institution or individual shall be sentenced to fixed-term imprisonment of not less than 5 years but not more than 10 years. Where the circumstances are especially serious, the offender shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment. Where the circumstances are relatively minor, the offender shall be sentenced to fixed-term imprisonment of not more than 5 years, short-term custody, non-custodial correction, or deprivation of political rights. Whoever commits a crime of endangering national security as provided in this Chapter, if extremely serious harm is caused to the state and the people or the circumstances are extremely grave, may be sentenced to death.
